In accordance with requirements of Announcement No.26, 2006 of the National Development and Reform Commission, Ministry of Commerce and Ministry of Finance, Ministry of Commerce decides to process a part of state reserve of raw sugar and the imported sugar from Cuba in 2006 by means of auction. Related specifics are now announced as follows:

1. Organizing administration;
2. Classification by raw sugar processing amount, sites for delivery and bid sections;
3. Processing varieties and extraction rate;
4. Requirements on quality, packing and specifications of the processed sugar.
5. Requirements on allocation and transportation, processing progress and storage of processed sugar;
6. Freight and miscellaneous charges, processing charges and calculating scope of biding price;
7. Warrant money of the bid;
8. Requirements on qualifications of processing enterprises.

Ministry of Commerce will separately release specific bidding measures and related matters later.
